TO WHOM IT MAY CONCERN
I am pleased to commend to your attention, Mr
Nisar Husain Keshvani, who was attached to the Singapore Police
Force Public Affairs Department from April 1996 to February 1998 as
part of his national service.
Nisar's designation was that of a Staff Officer whose duties as a
writer for our official magazine, Police Life Monthly encompassed
covering force-wide events, writing, planning, coordinating and ensuring
the production of the monthly magazine. |
As a member of the Department, he was involved in several key projects.
During the 17th ASEAN Police Chiefs Conference from 1 - 5 June 1997
held here, he was involved in manning the Command Post where he ensured
the smooth operation of the programme.
Nisar has proven to be a pioneer, being the first non-Inspector to
handle the challenging task of a writer. A self-starter, he brought
his varied publishing knowledge from his previous working stints and
put them to good use for the benefit of Police Life Monthly.
Taking a personal responsibility towards the magazine, he with his
colleagues, introduced new ideas, concepts and a total new look for
the magazine. Nisar has successfully coordinated a total of 22 issues
of Police, far beyond the number produced by his predecessors.
Nisar's industrious nature was evident particularly during the 21st
Anniversary Celebrations of Police Life Monthly. A team-player, he
worked well in the conceptualisation, planning, coordination and execution
stages of the function. |

He also managed to trace pioneer writers from as far back as 21 years
without much help. To commemorate the 21st Anniversary, an interesting
200 page book; "A Tribute to Our Officers", chronicling police history
was put together by Nisar and his colleagues. Many guests including
the Commissioner of Police were impressed with its quality. |

Nisar is a calm and rational person. Despite the frantic pace and
pressure throughout his stint, he carried out his tasks in an organised
fashion. He is a dedicated, disciplined and reponsible individual.
Nisar has always led by action and has the natural ability to get
along well with people.
It was a pleasure having Nisar in my Department and I have no hesitation
in recommending him to his prospective employers. He will be a valued
asset to any establishment.
